Applying to the
E-Rate Cybersecurity
Pilot Program

The federal government is offering a $200 million grant for a pilot cybersecurity program for K-12 schools, the first of its kind. This program allows schools to receive federal rebates for cybersecurity through the e-rate program. Participating in this pilot will provide the FCC with valuable information before rolling out the program to all federally funded schools. Coro is here to help you navigate the application process and secure your participation.

Schools, districts and libraries that meet the E-Rate program’s eligibility requirements can apply. Current or former E-Rate program applicants are eligible, but it is not a requirement for participation.

01 Application
  • There is a two-step application process to participate in this pilot. Beginning September 17th, you will be able to access the FCC Form 484 Part 1 in the E-Rate productivity center, which will request general cybersecurity information and details on how you plan to use the pilot funds.
  • If you are selected to advance, you will be required to complete the second part of Form 484. This phase will involve providing more detailed cybersecurity information and submitting a project proposal.
02 Competitive Bidding
  • Fill out FCC Form 470 (Description of Services Requested and Certification) in the E-Rate Productivity Center (EPC).
    Be prepared to receive, evaluate, and negotiate bids from service providers like Coro.
  • This form opens the required competitive bidding process. For more details, visit USAC Competitive Bidding.
03 Selecting Service Providers
  • Evaluate the bids received and select the most cost-effective option. The price of eligible products and services must be the primary factor.
  • Choose Coro for comprehensive and affordable cybersecurity solutions tailored for educational institutions.
04 Apply for Discounts
  • File FCC Form 471 to provide USAC with information about the services or equipment requested.
  • USAC will review your request, may ask for additional information, and issue a funding decision for each request.

05 Application Review
  • After filing FCC Form 471, Program Integrity Assurance (PIA) reviewers at USAC will check the information for completeness and accuracy. Be ready to answer any additional questions.
06 Starting Services
  • Once you receive your Funding Commitment Decision Letter (FCDL) and services have started, file FCC Form 486 to confirm the start of services.

07 Next Steps
  • After USAC approves your FCC Form 486 and services begin, you or your service provider can invoice USAC for the discounted costs of approved products or services. For more information, visit USAC Invoicing.
